The figure that matters is GEL 100,000. Under Law No. 1874, in force since 30 September 2026, an individual’s non-land property is exempt from property tax if household income in the previous calendar year did not exceed GEL 100,000 (previously GEL 40,000). Above it, the rate is 0.8% to 1% of market value. Land is untouched. The Revenue Service gives 2 November 2026 as the filing deadline.
The short answer: most households that owned a flat in Georgia and earned under GEL 100,000 in 2025 now owe nothing. The longer answer: it depends on how the household is defined, who you are, and what is still unconfirmed. Figures below are as of 23 October 2026.
The numbers, before and after

| Item | Before | After Law No. 1874 |
|---|---|---|
| Exemption threshold (household income, previous calendar year) | GEL 40,000 | GEL 100,000 |
| Rate between GEL 40,000 and 100,000 | 0.05% to 0.2% (media; the band is not in the amending law) | Exempt |
| Rate above the threshold | 0.8% to 1% | Not less than 0.8%, not more than 1% of market value at the end of the preceding year |
| Land | Separate land tax | Unchanged |
The source is the law as published on Matsne on 30 September 2026. Article 1 replaces Article 202(5) (the rate) and Article 206(1)(a) (the exemption) of the Tax Code. Article 2 applies the changes to property declared in 2026. Article 3 brings the law into force on publication.
One correction to what you may have read: some English-language reports print the upper band as “0.08%-1%”. The law says 0.8%. That is a typo in the reports, not a different rate.
What it means in money
Take a hypothetical flat with a market value of GEL 250,000 at the end of the preceding year. This is an illustration, not a quote from any source.
- Household income up to GEL 100,000: tax of zero.
- Household income above GEL 100,000, at 0.8%: GEL 2,000 a year.
- Household income above GEL 100,000, at 1%: GEL 2,500 a year.
Which rate within the range applies is set locally, and I have not verified the rate for any municipality. Treat the range as the planning figure.
Who is in, who is out

| Position | Effect |
|---|---|
| Individual owner, flat or house, household income up to GEL 100,000 (2025) | Exempt |
| Individual owner, household income above GEL 100,000 | 0.8% to 1% of market value |
| Owner of taxable land | No change; media quoting the Revenue Service say land owners must still file regardless of income (not confirmed on rs.ge) |
| Company owner | Not covered; a deputy finance minister reportedly spoke of a later reform (unconfirmed) |
| Landlord | Rental income tax is a separate matter and was not changed |
| Foreign non-resident owner | Provision is not nationality-based; how household income is counted for you is unverified, so check with the Revenue Service |
Per media reports, household income covers salary, income from economic activity and other income, and the household includes a spouse, minor children and certain relatives living together. I have read the amending law, not the full amended text of Articles 202 and 206, so treat these definitions as secondary.
Deadlines: what is confirmed
- Entry into force: 30 September 2026, on publication, per Matsne. One reported Revenue Service remark says 1 October; I follow the legal text.
- Filing: the Revenue Service notice of 2 October 2026 on its news block gives 2 November 2026 for individuals’ annual property tax return. I could not obtain a direct URL for the notice.
- Payment: commercial guides say 15 November. No government source confirms it. Check this before you sign off your plan: the date is unconfirmed, and so is any penalty regime tied to it.
The Revenue Service also runs a property tax information page with the 2026 calculator.
Action by situation
Owner
- Add up household income for 2025 and compare it with GEL 100,000.
- Log into your Revenue Service account and see which properties are registered and at what value.
- Confirm whether a return is still required for you by 2 November 2026.
Buyer
From the deals I’ve handled, holding costs are the line buyers forget. If your household stays at or below GEL 100,000, the annual property tax line is now zero; above it, budget 0.8% to 1% of value a year. Land purchases follow separate land tax rules.
Investor with several properties
If household income is above the threshold, the cost remains 0.8% to 1% of market value. The primary text I read does not say how the tax is computed across several properties, so verify that with the Revenue Service rather than assume a simple sum.
The ruling party’s figures
The Georgian Dream majority says about 81,000 taxpayers are relieved, with GEL 22.3 million of 2025 assessed tax. That is a parliamentary claim relayed by media, not a Revenue Service number. For scale, press conversions put GEL 100,000 at roughly USD 38,466 on 15 September 2026.
